California EMS Governance Assesment


The California State Association of Counties and the League of California Cities conducted a study to assess the strengths and weaknesses of the current governance of the emergency medical services (EMS) systems in the State's 32 local EMS systems. The focus of the study was on governance relationships that determine service levels and fiscal responsibility, not on medical care or outcome aspects of the systems. The Abaris Group, a healthcare consulting firm helped implement the study.

The study was conducted in three parts. Part I encompassed designing and distributing a survey. Part II focused on survey follow up, conducting one-on-one interviews with people from different EMS systems, and holding a series of "Fact Finding" hearings. Finally, Part III concluded with the analysis of the survey results and a final report that detailed the findings and recommendations.
